Chapter 1

The central premise of Game of Thrones is that the fight for the coveted Iron Throne. Many kings and queens want to take a seat thereon, to take on the burden (or what they concede to be a blessing) of ruling Westeros — but none fight for it harder than Cersei Lannister and Daenerys Targaryen.

 

Daenerys sees it as her right since Robert Baratheon usurped her father and therefore the heir to Aerys, Rhaegar, is now dead alongside his children. Cersei has no right to the throne but is exacerbated by the shortage of opportunities she's been given in life thanks to being born a lady.

But who would make the higher queen, supported the qualities which may cause a benevolent ruler?

Family: Cersei Lannister

In terms of lineage and loyalty to their House, Cersei wins this — just.

Yes, she's horrible to her brother Tyrion. But Daenerys has Viserys murdered — ultimately with good reason, but still. There's also the very fact of the matter that the Targaryens have an extended history of insanity stemming to genes that are bred together for much too long (Aerys and Rhaella were siblings, after all). The old saying goes that the gods flip a coin whenever a Targaryen is born, one side being 'great', and therefore the other 'mad'. Not exactly a wholesome family.

Neither are the Lannisters, though.

Selflessness: Daenerys Targaryen

Daenerys is, however, plenty more selfless than Cersei. Selfishness is one among Cersei's defining traits. She acts for herself and her children, perhaps occasionally Jaime at a push. Otherwise, she's not curious about people. Daenerys does a minimum of start out trying to consider others and to be an honest ruler. She frees slaves from the Free Cities and talks about how she would never allow such things as a queen. Every soldier she has is given a choice to go away if they do not wish to serve her.

 Knowledge Of Politics: Cersei Lannister

Daenerys has no real experience in politics. She has an advisor, Jorah Mormont, but even he doesn't have much royal experience. Dany is usually acting supported intuition and what she feels is right.

Cersei, however, has had politics ingrained in her from an early age and features a solid idea of how Westeros works, which provides her with a plus with the small council and therefore the Seven Kingdoms.

Right To The Throne: Daenerys Targaryen

Cersei has no real right to the throne. Robert usurped it, so it visited her children, then to her — but even those children weren't Robert's, actually fathered by her brother Jaime. The road has got to do many, many jumps to form it to her, and even a number of those jumps are false.

Daenerys, however, is that the daughter of the person who was killed. Aerys was a terrible ruler, but the Iron Throne should rightfully be within the hands of a Targaryen.
